PH-EITI conducts workshop on National Gender Impact Assessment Tool for the mining sector

Manila, Philippines — The Philippine Extractive Industries Transparency Initiative (PH-EITI), in partnership with the Mines and Geosciences Bureau (MGB) and the Chamber of Mines of the Philippines (COMP), conducted a capacity-building workshop on the National Gender Impact Assessment (GIA) Tool on May 20, 2025, at the Department of Finance. The activity marks an important step toward strengthening gender-responsive governance in the extractive industries.

Developed by the MGB, the National GIA Tool is a comprehensive framework designed to help stakeholders assess the differentiated impacts of mining activities on women, men, Indigenous Peoples, and other vulnerable groups across the entire mining life cycle—from exploration to closure. It supports efforts to identify gender-specific risks, promote inclusive participation, and ensure more equitable social and economic outcomes.
The workshop gathered participants from government agencies, mining companies, civil society organizations, and academic institutions. It focused on building technical knowledge of the tool’s framework and components, and on exploring ways to integrate it into existing community engagement, monitoring, and governance mechanisms.

This initiative contributes to the national commitments to promote gender equality and social inclusion (GESI), aligned with the Magna Carta of Women (Republic Act No. 9710), the Philippine Development Plan, and the Sustainable Development Goals (SDGs). It also reinforces the objectives of the EITI Standard, which encourages countries to go beyond revenue transparency by embedding inclusivity and accountability into extractive sector governance.
As part of PH-EITI’s broader strategy to mainstream gender in natural resource governance, the workshop gathered valuable feedback to help refine the tool’s indicators and support its rollout. Participants emphasized the importance of harmonizing the GIA Tool with existing regulatory frameworks and sustaining collaboration to institutionalize its application.

The initiative highlights PH-EITI’s ongoing commitment to strengthening transparency, accountability, and inclusion in extractive governance. Under the oversight of the Department of Finance, PH-EITI continues to support reforms that ensure the sector’s benefits are shared more equitably and its impacts are addressed through responsive, participatory, and evidence-based approaches.

A government-led, multi-stakeholder initiative implementing EITI, the global standard that promotes the open, accountable management, and good governance of oil, gas, and mineral resources. PH-EITI was created on 26 November 2013 through EO No. 147, s. of 2013. It is a government commitment first announced through EO No. 79, s. of 2012.
