PH-EITI Enhances Public Access with Revamped Contracts Portal at FOI 10th Anniversary

The Philippine Extractive Industries Transparency Initiative (PH-EITI) highlighted the importance of data transparency through the revamped Contracts Portal at the 10th anniversary of the Freedom of Information at the Mall of Asia Music Hall on July 16-17, 2026.
The two-day celebration featured activities, including the ceremonial launching of FOI’s one-stop shopーwherein government services were provided for the public, talks on transparency, and booths.

The program gathered FOI partners including the National Bureau of Investigation (NBI), Philippine Identification System (PhilSys), Department of Trade and Industry (DTI), Bureau of Internal Revenue (BIR), Philippine Health Insurance Corporation (PhilHealth), Professional Regulation Commission (PRC), Social Security System (SSS), Department of Migrant Workers (DMW), Home Developement Mutual Fund (PAG-IBIG Fund), Philippine Statistics Authority (PSA), national agencies, and public officials in celebrating a decade of government transparency as an ongoing commitment to public trust.

During the transparency talk on the first day, the PH-EITI Communications and Research Manager, Engr. Job Besmonte introduced the PH-EITI Contracts Portal, showcasing the enhanced online repository of mining, oil, and gas contracts in the Philippines.
“Rather than requiring the public to request documents from different offices, the portal provides one centralized platform where extractive contracts can be searched, viewed, and downloaded,” Engr. Job stated.
The portal provides summary statistics, including the number of contracts, companies, and regions currently covered. The contracts portal offers features to access signed contracts and an interactive map, where users can visualize the extractive projects located across the country.

The portal is accessible on the PH-EITI website, and no special account is required. The contract details provide information on contracting parties, project title, contract type, mineral commodity, and project location.
The PH-EITI continues to enhance the feature of the portal by integrating additional information layers, including small-scale mining information and ancestral domain data from relevant government agencies.
The PH-EITI contracts portal supports the FOI by promoting data disclosures and strengthens accountability by enabling citizens to review official agreements and better understand how the country’s natural resources are managed and how revenues generated from extractive activities contribute to national and local development.
Throughout the two-day event, PH-EITI operated an information booth where participants learned more about its initiatives, made inquiries, and received exclusive PH-EITI merchandise.
A government-led, multi-stakeholder initiative implementing EITI, the global standard that promotes the open, accountable management, and good governance of oil, gas, and mineral resources. PH-EITI was created on 26 November 2013 through EO No. 147, s. of 2013. It is a government commitment first announced through EO No. 79, s. of 2012.
