Transparency at the Source: Philippine Stories from the Extractive Sector

Transparency at the Source is a youth-led documentary exhibition hosted by the Philippine Extractive Industries Transparency Initiative (PH-EITI) as part of the 2026 EITI Global Conference.

The initiative invites college students from extractive communities to document how natural resource extraction, governance decisions, and transparency practices shape the realities of their communities.

Through visual storytelling, the exhibition aims to bring community perspectives into global discussions on transparency, accountability, and shared prosperity.

Selected documentaries will be featured during the 2026 EITI Global Conference.

Who Can Participate

Eligibility

Applicants must:
✔ Be currently enrolled in a recognized higher education institution in the Philippines
 ✔ Originate from, reside in, or study in an extractive community
 ✔ Submit original documentary content related to extractive activities or governance
 ✔ Comply with ethical storytelling and informed consent requirements

Submission Format
Individual or team submission
Maximum of 4 members per team

Documentary Themes

Submissions may explore themes such as:

 Community experiences of extractive activities and governance
 Transparency and accountability in local decision-making
 Indigenous Peoples, consent, participation, and benefit-sharing
 Youth perspectives on extractive development
 Environmental and social impacts of extraction
 Trust-building between communities, government, and companies

Film Requirements

Number of Films Selected:

8–12 documentaries

Preferred Length:
10–15 minutes

Language:
Any Philippine language or English

Subtitles:
English subtitles required

Format:
Documentary or documentary-style storytelling

How the Selection Process Works

PH-EITI invites eligible college students to submit a concept note outlining:
  • -The community or issue to be featured
  • -The proposed storytelling approach
  • -Planned ethical and consent considerations
A review committee composed of PH-EITI representatives and selected partners will review submissions based on:
  • -Eligibility of participants
  • -Relevance to extractive sector and community realities
  • -Alignment with transparency and accountability themes
  • -Compliance with ethical storytelling requirements
Completed films will undergo final review based on:
  • -Relevance to extractive governance and community experience
  • -Clear connection to transparency, accountability, or participation
  • -Ethical representation and informed consent
  • -Narrative clarity and coherenc
  • -Technical readiness for public exhibition
A maximum of 8–12 documentaries will be selected for exhibition.

1. Orientation Panel
Learn About the Exhibit
Visitors begin at the orientation panel, which introduces Transparency at the Source, explains the purpose of the exhibition, and provides instructions on how to explore the documentary stories.
 
2. Poster Wall
Each selected documentary is presented through a poster featuring the film title, synopsis, featured community, key themes, and a QR code for viewing.
 
3. QR Code Scan
 Visitors scan the QR code on the poster using their mobile devices to open the documentary viewing link.
 
4. Watch Documentary
 Audiences watch the documentary directly on their personal devices at their own pace.
 
5. Trailer Screens
Monitors in the booth display short trailers and highlights from the selected films to encourage deeper exploration.
 
6. People’s Choice Feedback
Visitors may share feedback through an optional QR-based response system, which contributes to the People’s Choice recognition. All selected participants will receive certificates of recognition acknowledging their contributions to community-centered storytelling.

DokyuFest emphasizes recognition rather than competition, highlighting meaningful storytelling and community perspectives.
 
a. Featured Youth Story from the Extractive Sector
Selected by the review committee to recognize a documentary that powerfully presents youth perspectives on extractive governance.
b. Outstanding Community Perspective
Recognizes a film that strongly represents lived community experiences and local realities related to extractive activities.
c. People’s Choice
Based on visitor feedback collected during the exhibition through QR-enabled engagement.
